Buying in Dubai and buying in Batumi both come with the same expectation: the developer and any bank handling your transfer will likely ask you to document where your purchase funds come from. This is a standard part of buying property internationally, not something specific to either market or to Israeli buyers, and preparing the paperwork in advance speeds up both reservation and payment.

Why both markets ask

Developers and banks run anti-money-laundering and know-your-customer checks on international buyers as a matter of course. In Dubai, this sits alongside Dubai Land Department registration and escrow-controlled off-plan payments; in Batumi, it sits alongside registration with Georgia's National Agency of Public Registry (NAPR). Neither market's checks are unusual by international standards, and a complete, consistent file tends to move faster than a partial one.

What to gather

  • Proof of the funds' origin: recent bank statements, a sale contract if the money comes from selling another asset, or documentation of salary or business income, depending on your situation.
  • Identity documents: a valid passport and any additional identification your bank or the developer requests.
  • Bank confirmation: a letter or statement from your bank confirming the account and, where relevant, its readiness to process an international transfer.
  • Any structure documents, if you are buying through a company rather than personally, such as incorporation documents and proof of beneficial ownership.

The exact list varies by developer and by bank, and is confirmed with each directly rather than assumed to be identical across Dubai and Batumi.

Where the two markets differ

Dubai's off-plan payments move into a Dubai Land Department-controlled escrow account, giving an additional layer of verification on how funds are released against construction progress. Batumi's payments go directly to the developer according to the sale contract's schedule, without an equivalent escrow structure described in Orven's sources; the documentation your bank and the developer request still applies at each instalment.

A file can be declined

Submitting documentation does not guarantee approval. A developer or a bank can decline a file if the source-of-funds evidence is incomplete, inconsistent, or does not satisfy their own compliance standards. This applies equally in both markets and to buyers of any nationality; there is no workaround, and Orven does not suggest routing funds through an alternative structure to bypass these checks. Cryptocurrency payment is not something Orven advises on or facilitates for any project in either collection.

What this does not cover

This guide does not describe any specific requirement your bank in Israel applies to outbound transfers, nor your Israeli tax reporting obligations; both are confirmed with your own bank and adviser. It also does not describe Dubai's or Georgia's banking regulations beyond the general compliance point above.

Working with Orven

Orven requests the specific document list from the developer and, where relevant, the receiving bank for your chosen project, and flags anything unusual before you submit funds.
