Batumi or Dubai: A Framework for an Israeli Buyer
Entry budgets, payment plans and residence routes compared between Batumi and Dubai, as published, for an Israeli buyer weighing the two markets. No market figures, no ranking.

Batumi and Dubai sit side by side on Orven's Israel page, and the two markets suit different priorities rather than one being a clear substitute for the other. This guide compares what is published on entry budgets, payment structures, residence routes and tax treatment, without any market-size or price-trend figures.
Entry budgets, as published
Batumi's entry prices run from a published USD 59,856 at Artex Parkline up to price-on-request tiers at larger projects such as Batumi Yachts & Marina, with figures shown in US dollars or Georgian lari depending on the project. Dubai's Prestige One collection, including Hilton Residences and FAUCHON Résidences, publishes price on request across the board; what can be derived from the published Golden Visa threshold is that a 20% down payment and the 4% Dubai Land Department registration fee on an AED 2 million property work out to AED 400,000 and AED 80,000 respectively. Neither market's figures convert directly into the other's currency in these guides.
Payment structures compared
Batumi plans vary project by project: Radisson Blu Residences Gonio publishes 20/40/40, Wyndham Residences Batumi publishes 10% down with 50% in instalments and the balance on completion, and others follow their own structures. Dubai's Prestige One collection is more standardised: Coastal Haven is the only project confirmed at 20/80, while Hilton Residences and FAUCHON Résidences both follow 20/40/40, and Luxury Canal Residences and Sanctuary Residences both follow 20/45/35. Golf Residences follows 20/20/60.
Residence routes: two different thresholds
Georgia links a short-term residence permit to property ownership above a market value exceeding USD 150,000 equivalent in GEL, as established by an accredited certified expert, renewable one year at a time, under conditions confirmed with the Georgian authorities. The UAE's Golden Visa is tied to a property investment of at least AED 2 million, also subject to conditions confirmed with the authorities. Both routes are conditional rather than automatic, apply to the property owner and, depending on the rule, their family, and neither is a form of citizenship. Our guides to Georgia's residence permit through property and the Golden Visa's AED 2 million threshold set out each rule in full.

Tax, as far as each source goes
Georgia's tax code taxes gross rental income earned by an individual at 5% under article 81 paragraph 2, with capital gains exempt after more than two years of ownership under article 82 paragraph 1(f.a), otherwise taxed at 5% under article 81 paragraph 3; current rules are confirmed with a tax adviser. For the UAE, there is no income tax on rental income or capital gains for individuals, though the tax treatment in your own country of residence may still apply and should be checked with a local adviser. Your Israeli tax position in either market is a separate question for your own adviser; this guide describes only the Georgian and UAE sides.
Furnishing, brand and building type
Batumi mixes furnished, branded projects, such as Radisson Blu Residences Gonio and Wyndham Residences Batumi, with unfurnished "white frame" projects, such as Artex Parkline, within the same small collection. Dubai's Prestige One projects are new-build branded or lifestyle residences without a "white frame" category in this guide series; furnishing and finish details are confirmed by your adviser project by project.
What this comparison does not include
No rental yield, price trend or market-size figure is used for either destination, since none of these is sourced for Batumi or for Dubai in a way that supports a comparison here. Nothing in this guide takes a political or diplomatic position on either country; it compares published purchase frameworks only.
