Batumi and Dubai are both on Orven's radar, but they are not interchangeable choices between a cheaper and a pricier version of the same thing. The entry budgets, the tax treatment, the residency routes and the registration process all differ in ways worth laying out clearly before you decide where to put your money. This guide compares the two on facts only, with nothing converted between currencies. For the full Batumi collection, see the Batumi investment guide.

Entry budgets, each in its own currency

Batumi prices are published in US dollars or Georgian lari, Dubai prices in UAE dirhams; none of the figures below are converted, so compare them as separate budgets rather than a single scale.

MarketProjectEntry price
BatumiArtex ParklineFrom USD 59,856
BatumiOlympus ResidenceFrom USD 62,000
BatumiThe ParallelFrom GEL 162,518
DubaiThe Woods Abode at Sobha SanctuaryFrom AED 1.00 million
DubaiPorto View at Rashid Yachts & MarinaFrom AED 1.93 million

Batumi's published entry prices in the collection generally sit below the lowest Dubai entry prices above, though both markets include projects with price on request, which is the real figure to confirm before you compare budgets.

Registration fees

Georgia registers property through the National Agency of Public Registry (NAPR), with published fees of GEL 150 for four working days, GEL 270 for one working day, or GEL 350 for same-day processing. Dubai registers through the Dubai Land Department, which applies a 4% registration fee on a completed sale (published as 2% buyer plus 2% seller, plus additional charges), with Oqood registration for off-plan purchases at fixed fees confirmed at contract stage. The two fee structures are not comparable in percentage terms as published; confirm the exact cost for your specific purchase with your adviser in either market.

Tax treatment

Georgia taxes rental income from a residential unit at 5% without expense deduction under article 81.2 of the Tax Code, against a 20% standard rate; a capital gain is exempt after more than two years of ownership under article 82, and taxed at 5% before that under article 81.3. The UAE applies no personal income tax on rental income and no capital gains tax for individuals, though your own country of residence may still tax either, which is a separate question in both markets. Neither market's tax treatment should be assumed to apply to your situation without confirming with a tax adviser.

Residency routes

Georgian law allows an owner of qualifying property above USD 150,000, market value as set by a certified expert, to apply for a short-term residence permit under article 15.j, renewable each year, for themselves, their spouse and children. The UAE's Golden Visa allows an application based on a property investment of at least AED 2 million, under conditions confirmed with the authorities. These are two separate regimes in two separate countries; do not compare them as a cheaper and a pricier version of the same visa, since the conditions, documentation and renewal terms differ.

Framework and buyer profile

Both markets require independent verification before you sign: a local lawyer checking title, land status and contract terms in Georgia, and due diligence through the Dubai Land Department's own services in the UAE. Batumi suits a buyer drawn to a Black Sea resort setting, often at a lower entry budget, under Georgian rules that are new to most Gulf and European buyers. Dubai suits a buyer who wants the UAE framework described in our Dubai guides (DLD registration, escrow for off-plan payments, Golden Visa route) and the much wider choice of projects in the Orven collection. Neither is inherently the better choice; the right one depends on your budget, your residency goals and which legal framework you are most comfortable with.

Risks and points to verify in both markets

Rental return projections published by a developer, whether in Batumi or Dubai, are commercial marketing figures, not guarantees, in both markets alike; always ask for the gross/net calculation behind any number. Our guide on how to calculate gross and net rental yield applies the same way regardless of which market you choose. Currency risk is also worth naming directly: Batumi contracts can be denominated in US dollars or Georgian lari, and Dubai contracts in UAE dirhams, so confirm the currency of your payment schedule in either market before you commit, without assuming a conversion rate that is not fixed in your contract.

FAQ

Which market has the lower entry price, Batumi or Dubai? Batumi's published entry prices in the collection generally sit below Dubai's, though both include projects priced on request, which is the figure to confirm before comparing budgets.

Is Georgia's residence permit the same as Dubai's Golden Visa? No. They are separate regimes with separate thresholds, USD 150,000 in Georgia under article 15.j, AED 2 million in the UAE, and separate conditions confirmed with each country's authorities.

Which market is more established for foreign buyers? Dubai has a longer track record of foreign freehold ownership and a wider branded-residence market. Batumi's collection is more recent, which affects how much track record you can review before buying.
