Bay Estate Dubai Islands: the payment plan explained
How the 20/40/40 schedule works for Bay Estate villas and townhouses, the separate land plot schedule, a worked example on a published average price, and the fees and escrow account that come with an off-plan purchase.

How the villa and townhouse plan is structured
Bay Estate is Nakheel's villa and townhouse community on Dubai Islands, spread across three districts: Cala on the waterfront, Verda around the parks, and Agora around the shared clubs. The first release launched in Verda. Every townhouse, attached villa and garden villa at Bay Estate is sold off-plan on a published 20/40/40 schedule: 20% at booking, 40% spread across seven instalments during construction, and 40% at handover. Land plots follow a separate schedule, covered further down.
The shares and dates below come from the price grid and plans Nakheel shared with Orven on 27 September 2026.
| Stage | Share | Due date |
|---|---|---|
| Booking | 20% | October 2026 |
| Instalment | 5% | March 2027 |
| Instalment | 5% | August 2027 |
| Instalment | 10% | January 2028 |
| Instalment | 10% | June 2028 |
| Instalment | 5% | November 2028 |
| Instalment | 5% | April 2029 |
| Handover | 40% | Estimated January 2031 |
A worked example on the 3-bedroom townhouse average price
Nakheel's price list gives an average price of AED 5.9 million for a 3-bedroom townhouse at Bay Estate (average plot around 2,400 sq ft, average NSA around 3,100 sq ft). Applying the schedule above to that average price shows what each instalment could look like:
- Booking, October 2026: AED 1,180,000
- March 2027: AED 295,000
- August 2027: AED 295,000
- January 2028: AED 590,000
- June 2028: AED 590,000
- November 2028: AED 295,000
- April 2029: AED 295,000
- Handover, estimated January 2031: AED 2,360,000
This is an illustration built on the published average, not a quote. Every plot at Bay Estate has its own price depending on district, orientation and plot size; the townhouse and villa averages Nakheel publishes range from AED 5.9 million to AED 10 million depending on the type. Ask Orven for the exact price and schedule of the unit you are considering, or check the Bay Estate price grid and plans (PDF) yourself.
Land plots follow a different schedule
Bay Estate also sells beachfront and beach land plots, listed at an average AED 18 million (beachfront) and AED 20 million (beach) in Nakheel's price list. Land plots are not on the 20/40/40 plan. Instead, the full price is spread across seven instalments, all due before the end of 2029:
| Stage | Share | Due date |
|---|---|---|
| Reservation | 20% | October 2026 |
| Instalment | 15% | March 2027 |
| Instalment | 13% | September 2027 |
| Instalment | 13% | March 2028 |
| Instalment | 13% | September 2028 |
| Instalment | 13% | March 2029 |
| Instalment | 13% | September 2029 |
Land buyers at Bay Estate finish paying roughly a year ahead of villa and townhouse buyers, since a plot has no construction milestone to fund.

Registration fees and the escrow account
Off-plan purchases in Dubai go through the Dubai Land Department. For a completed resale, DLD publishes a 4% registration fee (typically 2% from the seller, 2% from the buyer, plus administrative charges); an off-plan purchase like Bay Estate is registered instead through the Oqood system, at a fixed fee confirmed in your sale contract.
Every instalment you pay goes into an escrow account controlled by the DLD, not directly to Nakheel. You, or Orven on your behalf, can check construction progress at any time through the DLD's Project Status Enquiry service. For more on how the account itself works, see our guide on whether you need to open the escrow account yourself.
If you are weighing this schedule against other off-plan projects before deciding, our guide to comparing off-plan payment plans in Dubai sets out what to look at beyond the headline percentage, and our guide to Coastal Haven's 20/80 plan, also on Dubai Islands, shows how a different structure compares.
What "estimated" completion means
Nakheel's price list and plans show an estimated completion date of January 2031 for Bay Estate. The total number of units and the official launch date have not been published or confirmed by Nakheel yet, so Orven does not repeat figures published only by other brokers. The completion date is the developer's current estimate, confirmed in your sale contract, and Orven passes on any update as soon as Nakheel issues one.

FAQ
Is the 20/40/40 plan the same for every unit at Bay Estate? It applies to townhouses, attached villas and garden villas. Land plots follow a separate seven-instalment schedule with no 40% handover payment. Orven confirms the exact plan for your unit before you reserve.
Why do land plots finish paying before villas and townhouses? A land plot has no construction milestone to fund, so its schedule is spread evenly and completes before the end of 2029, well ahead of the villa and townhouse handover, currently estimated for January 2031.
Is the January 2031 completion date guaranteed? No. It is Nakheel's current estimate, published in the developer price list that Orven received on 27 September 2026. Orven confirms any change against the developer's own documents.
Can I negotiate the schedule with Nakheel? The published schedule applies to all buyers at Bay Estate. For what can generally be discussed with a developer, see can I negotiate the payment plan with the developer.
Do I need to be in Dubai to sign and pay? No. Reservation, escrow payments and registration are handled remotely with your Orven advisor.
