Dubai or Batumi: property frameworks compared for Russian-speaking buyers

A framework comparison, not a market comparison, for a Russian-speaking buyer weighing Dubai against Batumi: foreign ownership, registration, payment plans, residence routes and taxes, as published.

Russian-speaking buyers often look at Dubai and Batumi side by side, and the honest comparison is one of framework, not of market figures. Neither city's advertised yields are reproduced here; what can be compared cleanly is foreign ownership rules, registration, payment plans, residence routes and taxation, each as published by the relevant authority.

Foreign ownership

In Dubai, freehold zones allow foreign buyers full ownership, with purchases registered by the Dubai Land Department (DLD). In Georgia, a foreigner can buy an apartment; agricultural land is reserved by the Constitution for the state, self-governing units, Georgian citizens or associations of Georgian citizens. Both frameworks allow a foreign apartment purchase; the detail of what is bought, and title verification, is confirmed with a local lawyer in either market.

Registration

Dubai registers sales through the DLD, with a 4% fee on completed sales and Oqood registration for off-plan purchases. In Georgia, property rights are registered with the National Agency of Public Registry (NAPR), with published fees of 150 GEL (four working days), 270 GEL (one working day) or 350 GEL (same-day filing). Who pays these fees is confirmed in the contract.

Payment plans

Dubai off-plan schedules, at Prestige One, typically start with 20% on reservation, followed by instalments during construction and a final payment on handover, Coastal Haven being the exception with a 20% then 80% plan. In Batumi, payment plans are published per project and per developer, and vary: some projects publish a down payment followed by instalments to a fixed date, others publish cash-discount alternatives. Prices in Batumi are often published in US dollars; no currency conversion is applied here.

Residence routes

Dubai's Golden Visa opens the door to an application for a property investment of at least AED 2 million, under conditions confirmed with the authorities. Georgia's short-term residence permit through property ownership applies to a property, excluding agricultural land, valued above USD 150,000 equivalent in GEL, as established by a certified valuer, renewable for one year at a time, also under conditions.

Taxes, as published

In the UAE, individuals do not pay income tax or capital gains tax on property, though the buyer's country of residence may still tax that income. In Georgia, rental income from residential property is taxed at 5% on the gross amount under article 81§2 of the tax code, without deductions, and capital gains on a sale are exempt after more than two years of ownership under article 82§1(f.a). Rules in force are confirmed with a tax adviser in both cases.

Compliance applies in both markets

Whichever market you choose, the source of your funds is checked by the bank and the developer before a transfer is accepted, and Orven does not suggest any way to work around banking controls, currency rules or sanctions in either Dubai or Batumi. Our guides on source of funds and KYC for a Dubai property purchase and can foreigners buy property in Batumi cover each market's checks in more detail.

Whichever framework you lean toward, title verification before committing funds is not optional in either market. In Dubai, the sale and purchase agreement and DLD registration establish the buyer's rights; in Georgia, a local lawyer checks the NAPR registration status of the specific unit before any reservation is treated as final. Neither market substitutes marketing material for this verification step.

Currency as published, not converted

Dubai prices are published in AED; Batumi prices are often published in US dollars, as displayed on each project's listing, with some also shown in GEL. This guide does not convert between AED, USD or GEL, and does not apply any fixed exchange rate. Treat each market's figures as published by that market, not as directly comparable numbers once converted.
