Georgia allows a foreign buyer, including a Russian citizen, to purchase an apartment in Batumi. Agricultural land is reserved by the Georgian Constitution for the state, self-governing units, Georgian citizens or associations of Georgian citizens, but this restriction does not apply to residential apartments. What matters most in practice is title verification and registration, handled with a local lawyer rather than assumed from general principle.

The general rule for foreign buyers

Article 19 of the Georgian Constitution reserves agricultural land ownership, with limited exceptions set by organic law. Georgia's law on the legal status of foreigners and stateless persons addresses property ownership by a foreigner, explicitly excluding agricultural land. In practice, this means an apartment purchase in Batumi follows the same framework for a Russian buyer as for any other foreign national; any point specific to a particular nationality is confirmed with a Georgian lawyer rather than assumed.

Registration with NAPR

Property rights in Georgia are registered with the National Agency of Public Registry (NAPR), a legal entity of public law under the Ministry of Justice, through Public Service Halls and territorial offices. Published registration fees are 150 GEL for processing within four working days, 270 GEL for one working day, or 350 GEL for same-day filing. Who pays these fees is set out in the sale contract.

Verifying the title before you commit

Before reserving a unit, a local lawyer checks the title and confirms the registration status of the specific unit, rather than relying on marketing material from the project. This step matters as much in Batumi as it does in Dubai: Orven's role is to connect you with the project and the process, not to replace independent legal verification.

Payment plans, as published

Batumi projects publish their own payment plans, and these vary. Some developers publish a down payment followed by interest-free instalments to a fixed date; others publish a cash-payment discount as an alternative. Prices are often published in US dollars, as displayed, with no currency conversion applied here. Your adviser confirms the exact plan for the project you are considering.

Compliance on the funds used

Whichever bank you use to transfer funds into Georgia, the bank and the developer check the source of those funds before accepting payment. Orven does not suggest any way to work around banking controls, currency rules or sanctions, and does not advise on cryptocurrency as a payment method for a Batumi purchase.

Buying remotely

A Russian citizen based outside Georgia can handle much of the purchase remotely, with a power of attorney covering certain steps where needed, confirmed with a local lawyer. Our guide on how to buy property in Batumi remotely covers the process step by step, and our guide on can foreigners buy property in Batumi covers the general foreign-ownership framework in more detail.

Residence through property, if relevant to you

Georgia's short-term residence permit through property ownership applies to a property, excluding agricultural land, valued above USD 150,000 equivalent in GEL, as established by a certified valuer, renewable for one year at a time, under conditions confirmed with the Georgian authorities. Some Batumi projects publish entry prices above this threshold as displayed; others sit below it at the entry price, with the valuer's assessment, not the catalogue price, determining eligibility. Our guide on Georgia residence permit through property ownership covers this route in more detail.

Prices as published, in their own currency

Batumi developers publish prices in US dollars or in GEL, as displayed on each project's listing. No conversion is applied here between these currencies and AED or any other currency. When comparing projects, treat each figure as the developer publishes it, and confirm the current price with your adviser before committing to a reservation.
