Every property transaction in Abu Dhabi, off-plan or completed, runs through DARI, the Abu Dhabi Real Estate Centre's digital platform. The fee schedule published on DARI's own service pages is specific about percentages and fixed amounts, and silent on a few points that matter in practice, agency commission among them. This guide separates the two, so your budget rests on sourced figures rather than assumption.

Off-plan: who registers, and what it costs

For an off-plan unit, the developer initiates registration on DARI, not the buyer. The registration fee is 2% of the sale price for full ownership, or 1% for musataha, plus a 400 AED electronic administrative services allowance, before 5% VAT. If the developer fails to register the sale within 21 days of the sale date, a 10,000 AED penalty applies, and the project must carry a registered escrow account. For a non-Emirati buyer, the percentage reserved for non-Emiratis under the ADREC system (ELMS) has to be respected when the unit is registered. The result is a pre-registration certificate, covering ownership or musataha/usufruct, ahead of the title deed that follows completion. Jubail Island's own buyer guide describes the same sequence for its project: SPA signature, then developer registration with ADREC via DARI within 21 days, a sale certificate during construction, then transfer to the land register and a downloadable title deed at completion.

Completed property: the fee at transfer

When a completed unit changes hands, DARI's registration fee is 2% of the contract value, plus an 875 AED electronic services fee. If a mortgage needs releasing as part of the transaction, that runs at 900 AED plus 55 AED in electronic fees; registering a new mortgage carries a separate 450 AED electronic fee, with the registration fee itself not published on that page.

Who actually pays the 2%

Nothing in the published fee schedule fixes a default split between buyer and seller. Jubail Island's buyer guide states it plainly: the registration fee is 2% of the total sale price, with the paying party determined by what is agreed in the sale and purchase agreement. Do not assume a 1%-plus-1% split, and do not assume the buyer carries it by default; read the draft SPA before you sign, and ask your adviser to confirm which party pays before you budget around it.

What 2% looks like on published entry prices

Three projects in the current Abu Dhabi collection publish a starting price, which makes the registration fee easy to calculate at entry level:

ProjectEntry priceRegistration fee at 2%
Muheira, Al Reem IslandAED 1.6 millionAED 32,000
SENSI, Saadiyat IslandAED 2.8 millionAED 56,000
Nawayef East, Al Hudayriyat IslandAED 6.6 millionAED 132,000

These figures sit on top of the price itself, not inside it, and apply at entry price only; a larger unit within the same project carries a proportionally larger fee. The other six projects in the collection are priced on request, so the fee cannot be calculated until a price is confirmed.

What is still on request

Agency commission, service charges and utility connection fees are not sourced on DARI's own pages for Abu Dhabi, which means your adviser confirms each separately before you commit. The same applies to any difference in registration cost between a musataha unit and a full-ownership unit within the same project; the 1% rate for musataha is published, but which regime applies to a given unit in the collection is confirmed on the sale and purchase agreement, not assumed from the project's general description. Our guide on Abu Dhabi's investment zones covers how that regime question connects to where a project physically sits.

Comparing the fee structure to other Gulf markets

Abu Dhabi's 2% DARI registration fee, with the paying party set by the SPA, differs from both of the UAE's other major markets in the Orven collection. Dubai's Land Department charges 4% on a completed sale, typically shown as 2% buyer plus 2% seller, on top of Oqood registration for off-plan units. Ras Al Khaimah's land department applies its own 2% buyer plus 2% seller structure under its ZL13 service. None of the three structures transfers to another emirate; each is confirmed against the specific authority for the property you are buying. Our guide on Ras Al Khaimah versus Dubai property investment sets out that comparison in more detail.

FAQ

What is the DARI registration fee on an off-plan purchase in Abu Dhabi? 2% of the sale price for full ownership, or 1% for musataha, plus a 400 AED electronic services fee before 5% VAT. The developer registers the sale, not the buyer, within 21 days of the sale date.

Who pays the 2% registration fee, buyer or seller? The sale and purchase agreement decides. DARI's own guidance and Jubail Island's buyer guide both confirm that the paying party is whatever the contract sets, with no default split published.

How much is the registration fee on Muheira's entry price of AED 1.6 million? AED 32,000 at the 2% rate, before any other fee. The same calculation on SENSI's AED 2.8 million entry price gives AED 56,000, and on Nawayef East's AED 6.6 million, AED 132,000.

What happens if the developer misses the 21-day registration window? A 10,000 AED penalty applies to the developer under DARI's published rules. This is a developer obligation, not something the buyer manages directly.

Are agency commission and service charges included in the 2% fee? No. DARI's published fee schedule covers registration only. Commission, service charges and utility connection fees are confirmed by your adviser separately, project by project.
