Developer payment plan or a mortgage? Paying for property in Dubai

Off-plan payments go to an escrow account under a schedule set by the developer; a mortgage on a completed property depends entirely on the lender's approval. How the two actually differ, and where they can combine.

Two different ways to pay for the same property

Buyers sometimes talk about a "developer payment plan" and a "mortgage" as if they were two options for the same purchase. In practice, they usually apply to two different situations: a developer payment plan is how you pay for an off-plan unit directly to the developer, through escrow, on a published schedule; a mortgage is bank financing, typically used either for a completed property or for part of the handover balance on an off-plan one, always subject to the lender's approval. Understanding which applies when helps you plan your own cash flow correctly.

How a developer payment plan actually works

When you buy off-plan, every payment you make, the reservation deposit, the construction instalments, the handover balance, goes into an escrow account controlled by the Dubai Land Department, not directly to the developer's own account. The schedule itself is published by the developer and varies by project: Coastal Haven's plan is 20% at reservation and 80% at handover, Hilton Residences and FAUCHON Résidences ask for 20% at reservation, 40% during construction and 40% at handover, and Chelsea Residences spreads its construction portion across 40 monthly instalments of 1% rather than one or two larger milestones. You can read these side by side in our guide to the best off-plan payment plans in Dubai for 2026. None of this involves a bank unless you choose to finance part of it.

How a mortgage fits into the picture

A mortgage is a loan from a bank, and for an off-plan purchase it typically becomes relevant for the handover balance rather than the reservation deposit, since most lenders want to see a near-complete or completed asset before financing a large share of it. For a completed, ready property, a mortgage can cover the purchase from the start, again entirely subject to the lender's approval, its own criteria and its own process; we do not state a rate, a loan-to-value ratio or an approval outcome here, since these depend on the lender and on your own file. Our guide on non-resident mortgages in Dubai: what to prepare sets out the kind of documentation a lender generally asks for.

Comparing the two by what you actually control

Developer payment plan (off-plan)Mortgage (ready, or part of handover)
Who sets the scheduleThe developer, published at launchThe lender, confirmed case by case
Where the money goesAn escrow account controlled by the DLDThe seller, through the bank's own process
What is guaranteed in advanceThe published percentage splitNothing; subject to the lender's approval
When it typically appliesFrom reservation through handoverAt purchase of a ready unit, or at an off-plan handover

A developer payment plan gives you more certainty about the schedule itself, since it is published before you reserve. A mortgage gives you more certainty about not having to fund the full balance from savings alone, but with less certainty about the outcome until the lender confirms it.

Choosing between off-plan and ready property

This choice is broader than payment method alone. Our guide on off-plan or ready property in Dubai compares the two on criteria beyond financing, district, typologies and timeline among them, since the payment plan versus mortgage question is really a consequence of that bigger choice rather than a standalone decision.

Combining both on a single purchase

Many buyers use a developer payment plan for the reservation and construction portion of an off-plan unit, then apply for a mortgage to cover part of the handover balance once the building nears completion. This is possible for certain non-residents, always subject to the lender's approval, and it is worth raising with your adviser early, even if you do not apply for financing until closer to handover, so your overall plan accounts for the possibility either way.

FAQ

Can I use a mortgage to pay the reservation deposit on an off-plan unit? This is uncommon; most lenders become relevant closer to handover rather than at reservation. Confirm with your adviser and a lender what is possible for your specific situation.

Is the developer payment plan the same as a mortgage? No. A developer payment plan is a schedule for paying the developer directly through escrow; a mortgage is a loan from a bank, entirely subject to its own approval process.

Does a developer payment plan ever involve interest? We do not quote any credit rate here. Ask the developer directly, through your adviser, whether its published schedule carries any cost beyond the stated percentages.

Which is safer, paying the developer directly or financing through a bank? Both routes exist in the market; off-plan payments to a developer are protected by the DLD's escrow system, while a mortgage depends on the lender's own terms. Neither guarantees an outcome, and your adviser can walk through both in more detail.

Can I switch from a developer payment plan to a mortgage partway through? Only for the portion still outstanding, and only if a lender approves financing for it; the amounts already paid under the developer's schedule are not affected either way.
