Can foreigners buy property in Ras Al Khaimah's freehold areas?

Foreign nationals can own property in Ras Al Khaimah's freehold areas, according to the emirate's land department. Here is what is officially confirmed, what Marjan says about Al Marjan Island, and what is checked at contract stage.

Ras Al Khaimah, like Dubai, allows foreign nationals to own property in designated freehold areas. The principle itself is confirmed by the emirate's own land department; the precise list of freehold zones, and the exact ownership status of a specific project, are confirmed at contract stage rather than assumed from a project's general positioning. This guide sets out what is officially stated, and what to check before you reserve.

What the land department confirms

Ras Al Khaimah's land department, through its sanad.mun.rak.ae portal, states that UAE and non-Emirati customers are entitled to own property in freehold areas. That is the governing principle. What the same source does not publish is a complete, named list of every freehold zone in the emirate, so Orven does not assert that any single project sits in a freehold zone without confirming it at contract stage and, where needed, directly with the Ras Al Khaimah land department.

Marjan and Al Marjan Island

Marjan, which describes itself as the master developer of freehold in Ras Al Khaimah, promotes full foreign ownership, "100% foreign ownership", on its own developments, Al Marjan Island included. That is a statement from the developer, consistent with the land department's general principle, but it is still a developer statement rather than a land department zone list. Treat it as a strong starting point for Al Marjan Island specifically, confirmed at contract.

The four zones in our current collection

Orven's Ras Al Khaimah selection spans four zones: Al Marjan Island, Al Hamra Village, Mina Al Arab and the emerging RAK Central masterplan. None of these is asserted here as definitively freehold beyond what is stated above for Al Marjan Island; each project is marketed to international buyers, and the exact ownership regime of a given unit is confirmed at contract and with the Ras Al Khaimah land department before you reserve, not assumed from the zone's general profile. For the full collection across these four zones, see the Ras Al Khaimah destination page.

What to verify before you reserve

  • The ownership regime stated in the contract. Ask for this in writing before paying a reservation fee, rather than relying on how a project is marketed.
  • The registration process. Ras Al Khaimah registers a property sale through the land department's ZL13 service; see our comparison with Dubai's approach in the guide below.
  • Resale conditions. A no-objection certificate from the developer is required to resell a freehold property in Ras Al Khaimah.

Reselling a freehold property

Ras Al Khaimah's land department states that a no-objection certificate from the developer is required when reselling a property registered in a freehold area. The conditions attached to a resale before handover, for an off-plan unit still under construction, are confirmed with the developer directly rather than assumed from a general rule.

Do not assume Dubai's framework applies here

Dubai has its own designated freehold areas, its own Dubai Land Department processes and its own terminology, including Oqood for off-plan registration. Our guide on Dubai's freehold zones for foreign buyers covers that system specifically. Ras Al Khaimah runs a separate system through its own land department; do not transpose Dubai's designated zone list, or its registration terminology, onto a Ras Al Khaimah purchase.

Confirming ownership status with Orven

Before you reserve any unit in our Ras Al Khaimah selection, Orven confirms the ownership regime stated for that specific project in writing, and sets out the registration steps that apply. Message Orven on WhatsApp at +971 52 776 1939 or by email at sales@orvenproperties.com with the project you are considering, and your adviser walks you through what is confirmed before you commit any funds.
