Can foreigners buy property in Abu Dhabi?

Yes, within Abu Dhabi's designated investment zones, under Law No. 19 of 2005 as amended in 2019. Outside those zones, ownership stays reserved. Here is what that means for a specific unit.

Yes. Abu Dhabi's Law No. 19 of 2005 on real estate ownership, amended in April 2019, gives non-UAE nationals, individuals and legal entities, the right to own all original and in-kind real rights in properties located within designated "investment areas." Outside those areas, ownership stays reserved to UAE nationals, public companies with a foreign stake below 49%, and parties designated by decision. The right exists, but it is tied to where the property sits, not to Abu Dhabi as a whole.

How many investment zones exist

The Abu Dhabi Real Estate Centre (ADREC) reports 50 investment zones in total, including 8 newly approved in the first half of 2026. A separate, older list published by u.ae names 9 zones historically open to foreigners: Yas Island, Saadiyat, Reem, Al Maryah, Lulu, Al Raha Beach, Sayh Al Sedairah, Al Reef and Masdar City. The full current list of all 50 zones is not published on the source we reviewed, so the exact status of a zone outside that historical nine is confirmed project by project.

What this means for the nine projects in Orven's collection

By developer statement rather than a land-authority list, Al Hudayriyat Island, Nawayef East and Al Reem Island are described by Modon as freehold and open to all nationalities, and Al Jubail Island is described on its own official site as 100% foreign ownership. Saadiyat and Yas sit on the older u.ae list of nine zones. Ramhan Island has no sourced statement on its foreign-ownership regime that we could find, so treat that one as "confirm with your adviser" rather than assumed open. See the Abu Dhabi collection for all nine projects, and developer pages for Modon's own description of its projects.

Ownership is not always the same right

Even within an investment zone, what you hold is not automatically full ownership. ADREC's registration rules describe several regimes: ownership (freehold-style rights), musataha (a renewable right of use and construction, typically 50 years), usufruct, and long leases of at least 25 years. A musataha or usufruct holder of more than 10 years can dispose of or mortgage the right without the landowner's consent, unless otherwise agreed. The exact regime that applies to a given unit, and the share reserved for non-Emiratis under ADREC's ELMS system, is confirmed on the sale and purchase agreement (SPA) and the DARI certificate, not assumed from a project's marketing.

What to confirm before you reserve

Treat the following as points to verify with your adviser or the authorities, not as settled facts: the exact ownership regime for the specific unit, whether the floor or unit type falls under any registration restriction, and the project's own sourced statement on foreign ownership. Our guide on the investment zones explained and ADREC's own rules give the general framework; the unit-level detail still needs confirming at contract stage.

FAQ

Is there one single rule for foreign ownership across Abu Dhabi? No. The right applies within designated investment zones under Law No. 19 of 2005 as amended, not across the emirate as a whole. Outside those zones, ownership stays reserved.

Does freehold in Abu Dhabi mean the same thing as in Dubai? Not necessarily. Abu Dhabi describes several regimes, including ownership, musataha and usufruct, each with different terms. Dubai's freehold-zone system is a separate framework confirmed by the Dubai Land Department.

Which projects in Orven's collection are sourced as open to all nationalities? Al Hudayriyat Island, Nawayef East, Al Reem Island (per Modon) and Al Jubail Island (per its official site) carry a sourced statement on foreign ownership. Ramhan Island does not, and is confirmed with your adviser.

Where do I find the exact ownership regime for a specific unit? On the sale and purchase agreement and the DARI pre-registration certificate for that unit, not on general marketing material. Your Orven adviser can walk you through both before you sign.
