Buying property in Dubai from South Africa: steps, transfers and fees

The full journey for an investor based in Johannesburg, Cape Town or Durban buying an off-plan apartment in Dubai: choosing the project, reserving remotely, sending funds under South Africa's exchange control rules, DLD fees, tax to check locally, and the Golden Visa, with Coastal Haven as the example.

Why Dubai makes sense for an investor in Johannesburg, Cape Town or Durban

A business owner in Sandton, a doctor in Cape Town or a family with rental property in Durban already thinks in more than one currency. South African savers who look abroad usually want two things: an asset priced outside the rand, and a market where the rules are written down rather than negotiated. Dubai offers both. Individuals pay no local tax on rental income or capital gains in the UAE. The off-plan market is supervised by the Dubai Land Department, every payment is held in an escrow account, and construction progress is published. A reservation on Coastal Haven starts at 20% of the price, with the remaining 80% due at handover.

The second reason is the currency itself. A Dubai property is priced in UAE dirhams, pegged to the US dollar, which gives a South African buyer direct dollar exposure without opening a brokerage account abroad.

The third reason is the flight time and the community. Emirates and other carriers fly direct between Johannesburg and Dubai in under nine hours, and a large South African community already lives and works in the city, so the market is not unfamiliar when you arrive to view a handed-over unit.

Five steps, all completed from South Africa

  1. Work out the full budget. Unit price, the 4% DLD registration fee, developer administrative fees, Oqood registration for an off-plan sale. Your Orven adviser sends a detailed estimate in UAE dirhams.
  2. Choose the project. A one-bedroom on Dubai Islands aimed at short-term rental is a different product from a three-bedroom family unit or a penthouse. Coastal Haven by Prestige One is built around the first two profiles, with one- to three-bedroom residences and penthouses.
  3. Reserve. The reservation form and the sale agreement are signed electronically. A copy of your South African passport is enough; no UAE residency is required.
  4. Send the first payment. It leaves South Africa, through your bank or an authorised dealer, and lands in the project's escrow account at a UAE bank controlled by the DLD.
  5. Follow construction to handover. The remaining 80% is due at handover under Coastal Haven's published plan. You can track progress through the DLD's Project Status Enquiry service. At handover, the title deed is issued in your name.

Sending funds from South Africa

Standard Bank, FNB, Absa, Nedbank and Capitec all process international payments, and each will route a transfer of this size through South Africa's exchange control framework, administered by the South African Reserve Bank. Outward investment by individuals is subject to prudential limits and a tax clearance process handled through your bank or an authorised dealer; the current allowances and the documents required change from time to time, so ask your bank directly rather than rely on a figure quoted elsewhere. Some clients combine a personal allowance with funds already held offshore.

In practice, prepare:

  • a South African ID or passport and proof of address;
  • the signed sale agreement with the developer, including the escrow account details and SWIFT code;
  • proof of the source of funds (salary, savings, sale of an asset, inheritance), which your bank needs for the exchange control application and which the receiving UAE bank also asks for.

Two practical points. Start the exchange control clearance with your bank or authorised dealer well before you need to pay; it takes longer than a routine transfer and a reservation deadline will not wait for it. And keep every confirmation and reference number: the developer uses them to match your payment to your unit, and your bank may ask for them again at the next instalment.

Tax on the South African side

In the UAE, an individual pays no tax on rental income or capital gains. South Africa taxes residents on worldwide income, including foreign rental income, and a future sale may fall within South African capital gains rules; a tax treaty exists between South Africa and the UAE, but how it applies to your rental income and to any exchange control reporting is a question for a South African tax practitioner, not for a property consultant. Have your structure reviewed, including whether to hold the unit personally or through a vehicle, before you reserve.

A worked example: Coastal Haven on Dubai Islands

Prestige One is developing Coastal Haven on Dubai Islands, 16 minutes from Dubai International Airport, 20 minutes from the Museum of the Future and 25 minutes from Downtown Dubai. The project offers one- to three-bedroom residences and penthouses with an infinity pool, a wellness and spa area, a fitness centre, an outdoor cinema, sports courts and children's play spaces. The published payment plan is 20% at reservation and 80% at handover, with bank financing possible for some non-residents, subject to the lender's approval. Starting price and handover date are provided on request.

For a South African investor, the appeal is the entry payment: a smaller reservation amount than most Dubai off-plan projects, on a coastal address aimed at both furnished rental and family use. The Coastal Haven page shows the current selection.

If your purchase reaches AED 2 million, alone or combined with other properties, you may apply for a Golden Visa, under conditions set by the UAE authorities.
