Buying property in Dubai from Senegal: a guide for the English-speaking diaspora

The full journey for an English-speaking Senegalese investor, whether based in Dakar or in the diaspora in the UK, the US or Canada, buying an off-plan apartment in Dubai: choosing the project, reserving remotely, wiring funds, DLD fees, Senegalese tax to check with an adviser, and the Golden Visa, with Coastal Haven as the worked example.

Why Dubai makes sense for an English-speaking Senegalese investor

Orven works with two groups of Senegalese clients who share a language of business rather than a location: professionals based in Dakar who studied or worked in English-speaking countries, and members of the Senegalese diaspora settled in London, New York, Toronto or the Gulf who prefer to handle a purchase like this in English. Both face the same underlying question: where to hold part of a growing savings pot outside the CFA franc, in a market with clear rules, without needing to be physically present. Dubai answers with three concrete points. No personal tax on rental income or capital gains in the UAE. An off-plan market supervised by the Dubai Land Department, where every payment sits in an escrow account. And a reservation possible with 20% of the price.

The second reason is currency. The CFA franc is pegged to the euro; a Dubai property is priced in UAE dirhams, which track the US dollar. For a Dakar-based professional or a diaspora investor already earning in pounds, dollars or euros, holding a dirham-denominated asset that also produces rent is a straightforward diversification.

The third reason is language and process. Every step below, from reservation to the title deed, can be completed in English, with a contract you read and understand before you pay. That holds equally for a buyer working from Dakar's Almadies district and for one sitting in a diaspora city thousands of kilometres from Senegal.

Five steps, all completed remotely

  1. Set the total budget. Unit price, the 4% DLD fee, developer administrative fees, Oqood registration. Your Orven adviser sends a full estimate in UAE dirhams for the unit you have in mind.
  2. Choose the project. Dubai Islands, Dubai Maritime City or Jumeirah Garden City attract different tenants. Coastal Haven by Prestige One, on Dubai Islands, is reserved with 20%, with the balance due at handover.
  3. Reserve. The reservation form and the sale agreement are signed electronically, in English. A copy of your Senegalese passport is enough; no UAE residency is required.
  4. Wire the first payment. It leaves your bank in Dakar, or your bank in the UK, the US or Canada, and lands in the project's escrow account, held at a UAE bank and controlled by the DLD.
  5. Follow the build to handover. Progress can be checked on the DLD's Project Status Enquiry service. At handover, the title deed is issued in your name.

Transferring funds from Dakar or from the diaspora

For clients based in Dakar, Ecobank Sénégal, CBAO Groupe Attijariwafa bank, Société Générale Sénégal, Banque Atlantique Sénégal, Bank of Africa Sénégal and UBA Sénégal all process international transfers. Outbound transfers fall under the foreign exchange regulations of the UEMOA, applied by your bank under the supervision of the BCEAO. Orven does not replace your bank on this point: the bank tells you which supporting documents are required and which framework applies, whether you pay as an individual or through a company.

For clients in the diaspora, the process is simpler in practice: a transfer from a UK, US or Canadian bank follows that country's own international transfer rules, with no CFA franc conversion involved until the funds are converted into UAE dirhams at the escrow account. As a rule, prepare:

  • an identity document and proof of address;
  • the signed sale agreement with the developer, including the escrow account details;
  • proof of the origin of funds (savings, professional income, sale of an asset), which the receiving UAE bank also asks for.

Whichever bank you use, the transfer arrives in UAE dirhams on the project's escrow account; your bank, or its correspondent, converts the amount.

Tax on the Senegalese side

In the UAE, an individual pays no tax on rental income or capital gains. On the Senegalese side, the treatment of income earned abroad depends on your tax residence: a Dakar-based taxpayer follows Senegalese rules on foreign-source income, while a diaspora investor is generally governed first by the tax rules of their country of residence. Have your specific case checked by a tax adviser in Dakar, or in your country of residence, before you reserve, including how rent received in Dubai should be reported. Orven supports the transaction, not your tax filing.

A worked example: Coastal Haven on Dubai Islands

Prestige One is developing Coastal Haven on Dubai Islands, 16 minutes from Dubai International Airport, 20 minutes from the Museum of the Future and 25 minutes from Downtown Dubai. The project offers one- to three-bedroom residences and penthouses, with an infinity pool, wellness and spa facilities, a fitness centre, an outdoor cinema, sports courts and children's play spaces. The payment plan is 20% at reservation and 80% at handover, with bank financing possible for the final share, subject to the lender's approval. Starting price and handover date are provided on request.

For a Senegalese investor, whether in Dakar or abroad, this plan has one clear advantage: no instalments between reservation and handover. You commit 20% today and organise the balance during construction, from business income, savings, or a UAE bank loan if your file qualifies. The Coastal Haven page lists unit types and amenities.

If your purchase, alone or combined with other properties, reaches AED 2 million, you may apply for a Golden Visa, under conditions set by the UAE authorities.

Send your budget and your goal (rental, family base, visa) on WhatsApp at +971 52 776 1939 or to sales@orvenproperties.com. An English-speaking adviser replies with two or three available units and their actual payment schedule.

FAQ

Do I need a visa to buy in Dubai from Senegal? No. A valid Senegalese passport is enough to buy freehold in the areas open to foreign buyers. The title is issued in your name by the DLD.

Can I complete this purchase entirely in English? Yes. The reservation form, the sale agreement and every step of the process with your adviser can be handled in English, for a buyer based in Dakar and for one based in the diaspora alike.

Does a diaspora investor pay differently from someone in Dakar? The escrow account and the amount owed are identical. What differs is the bank you transfer from: a Dakar-based buyer transfers from a Senegalese bank under UEMOA rules, while a diaspora buyer transfers from their bank of residence under that country's rules.

Can I pay in CFA francs? The transfer leaves your account and arrives in UAE dirhams in the escrow account. Your bank converts the amount at the time of transfer.

Can the 80% at handover be financed? For Coastal Haven, bank financing is possible for eligible buyers, including some non-residents, subject to the lender's approval and valuation.
