Buying property in Batumi from the UAE: a second address alongside Dubai
A Dubai or Ras Al Khaimah resident looking at Batumi, on Georgia's Black Sea coast, as a complement rather than a copy of a UAE property. Entry prices, legal framework, and how Georgia's tax rules differ from the Emirates.

A complement to a UAE property, not a copy of it
Many buyers already own, or are considering, a unit in Dubai or Ras Al Khaimah, and are now looking at Batumi, on Georgia's Black Sea coast, as a second, separate address rather than a substitute. Our guide on Ras Al Khaimah versus Dubai property investment sets out how two Emirates destinations differ from each other; Batumi differs from both in a more fundamental way, since it sits under Georgian law, a different land registry, and a different tax code entirely. The Batumi destination page and the destinations overview list the full collection of 18 projects across six zones, with entry prices published in US dollars or Georgian lari (GEL), never converted here.

No UAE mechanism applies in Georgia
A buyer who already knows Dubai or Ras Al Khaimah should treat Georgia as a fresh set of rules, not a variant of what applies at home. The Dubai Land Department, Oqood registration, its escrow account and RERA do not carry over to Georgia. A foreigner can buy an apartment in Georgia; agricultural land is reserved under the Georgian Constitution (Article 19). Ownership is registered with the National Agency of Public Registry (NAPR), under the Ministry of Justice, through its Public Service Halls, with published fees of GEL 150 (four working days), GEL 270 (one working day) or GEL 350 (same day); who pays is settled in the contract. Title, land and contract verification with a local lawyer is always recommended before you sign.

Tax: Georgia differs from the Emirates
This is where the comparison matters most for a UAE-based buyer. The Emirates apply no income tax on rental income and no capital gains tax for individuals, though your own tax residence elsewhere can still apply, confirmed with a local adviser. Georgia's Tax Code works differently: rental income from residential letting, without deducting expenses, is taxed at 5% (Article 81.2), against a standard personal rate of 20% (Article 81.1); a capital gain on an apartment sale is exempt after more than two years of ownership (Article 82), and taxed at 5% otherwise (Article 81.3). Local property tax depends on household income, without a published rate here. All of this is confirmed with a tax adviser before you buy, since a UAE-based buyer has no reason to assume Georgia follows the same approach.
Residence permit: a different regime entirely
Georgia's law on the legal status of foreigners, Article 15.j, allows a short-term residence permit for a foreigner, their spouse and children, where they hold an ownership right over a non-agricultural property with a market value exceeding USD 150,000 equivalent in GEL, as set by an accredited certified expert. The permit is issued for one year and is renewable; it is not a nationality and not an automatic right, and it should not be compared with the UAE Golden Visa as if the two were versions of the same scheme. Wyndham's published entry price (USD 151,200) sits above the threshold; Radisson Blu Gonio's (USD 149,500) sits just under it, though the figure that counts is the expert's valuation.
