Buying Land in Dubai: The Process, and What Bay Estate's Plots Offer
How buying a land plot in Dubai actually works, from reservation to DLD registration, with Bay Estate's beachfront and beach plots on Dubai Islands as a worked example. Construction rules and costs come after the land itself.

Why an investor considers a land plot instead of a finished home
Buying a plot rather than a finished villa or apartment appeals to an investor who wants control over the design and timing of construction, or who simply wants to secure a piece of a waterfront community before building later. Dubai offers this route through a small number of master-developer communities, and Nakheel's Bay Estate on Dubai Islands is one of them, with two published land products. This guide walks through how a land purchase works in Dubai in general, then applies it to what Bay Estate's plots actually publish.
The process, step by step
A land plot purchase in Dubai follows the same broad sequence as any off-plan property, with a few points specific to land:
- Reservation. You choose a plot by district, orientation and size, and pay the first instalment to reserve it.
- Know-your-customer checks. The developer and the registering broker verify your identity and the source of your funds before the sale contract is issued.
- Escrow payments. Every instalment goes into an account controlled by the Dubai Land Department, not directly to the developer, and is released against construction and project milestones.
- Oqood registration. The plot is registered under Dubai's off-plan registration system, Oqood, which records your interest in the DLD's system from an early stage.
- Full payment and title. Once the schedule is complete, the plot is registered as a full title in your name.
Land plots typically come with the buildable area, known as the Gross Floor Area (GFA), published alongside the plot size, but the construction rules that follow (setbacks, height limits, design approval) are confirmed at contract stage or with the relevant Dubai authorities, not published on a marketing brochure.
Bay Estate's two land plots
Bay Estate sells two types of self-build land at Dubai Islands: a waterfront plot and a beach plot. Nakheel's price grid, shared with Orven on 27 September 2026, publishes average prices, not starting prices, since every individual plot is priced on its own terms.
| Plot | Average price (AED) | Plot size (sq ft) | GFA (sq ft) |
|---|---|---|---|
| Waterfront plot | 18 million | 8,000 | 7,800 |
| Beach plot | 20 million | 8,100 | 7,800 |
Both plots share the same published GFA of 7,800 sq ft, meaning the buildable area is comparable even though the beach plot carries a higher average price for its position.

The land payment schedule
Land at Bay Estate follows a different schedule from the villas and townhouses on the same site. Instead of a 20/40/40 split with a large payment at handover, the full price is spread across seven instalments, all due before the end of 2029:
- Reservation, October 2026: 20%
- March 2027: 15%
- September 2027: 13%
- March 2028: 13%
- September 2028: 13%
- March 2029: 13%
- September 2029: 13%
Because a plot has no handover milestone, buyers finish paying roughly a year ahead of the villa and townhouse buyers at Bay Estate, whose schedule runs to an estimated handover in January 2031. Our Bay Estate payment plan guide covers both schedules in full, with a worked example on a published average price.
Construction, permits and costs: what comes after the land
Buying the plot is only the first step. Nakheel's published materials cover the land itself, the GFA and the payment schedule, but building regulations, construction permits and construction costs are not part of the published price grid. Orven does not estimate these figures: they are confirmed by your advisor and the relevant Dubai authorities once you hold the plot and move into the design and permitting stage. Treat any number quoted elsewhere for these items as unverified until your advisor or the authority confirms it directly.
How Orven supports a land purchase
- We confirm which district and plot is currently available, and the exact price for that lot.
- We explain the escrow account and the Oqood registration before you commit funds.
- Everything is handled remotely, from reservation to registration, without a trip to Dubai.

FAQ
Do I need to be a UAE resident to buy land in Dubai? No. Land purchases in designated freehold areas, including Dubai Islands, are open to international buyers, handled the same way as any other off-plan purchase, remotely if needed.
What does GFA mean for a Bay Estate plot? GFA, or Gross Floor Area, is the buildable floor area published for the plot: 7,800 sq ft for both the waterfront and beach plots at Bay Estate, regardless of the plot size itself.
Is the land price the same as the construction cost? No. The published average price covers the land plot only. Construction costs are not published and are confirmed by your advisor and the relevant authorities once you move into the building phase.
Why do land plots follow a different payment schedule than villas? A land plot has no construction milestone for the developer to fund, so the schedule is spread more evenly and completes before the end of 2029, ahead of the villa and townhouse handover.
Can I check my plot's registration status myself? Yes, through the DLD's Project Status Enquiry service, as explained in our guide on checking a project's status on the DLD website.
