Abu Dhabi property for Dubai and UAE residents: what changes

If you already live in Dubai, Sharjah or another emirate and are now looking at Abu Dhabi, the framework and the fees are not the same as the ones you know. Here is what changes, project by project.

You already know the UAE. Abu Dhabi still runs on a different rulebook

If you live in Dubai, Sharjah or another emirate, you already know how a Dubai purchase works: freehold zones, Dubai Land Department registration, Oqood for off-plan. Abu Dhabi, the UAE capital on the coast southwest of Dubai, runs its own system through its own land authority, with its own fee structure and its own investment-zone map. The same adviser can follow a purchase in either emirate, but the rules themselves do not carry over from one to the other. This guide sets out what is actually different, based on the nine projects currently in Orven's Abu Dhabi collection.

The islands and the nine projects

Abu Dhabi's new residential addresses sit on specific islands: Saadiyat (the cultural district and its beaches), Yas (the leisure island), Al Reem (next to the Al Maryah business district), and the newer Al Jubail, Ramhan and Al Hudayriyat. Three projects publish a starting price; the rest are on request.

Abu Dhabi's Law No. 19 of 2005, amended in April 2019, gives non-UAE nationals, individuals and legal entities, the right to own all original and in-kind real rights in properties located in "investment areas" specifically, not across the emirate generally. Outside those areas, ownership stays reserved to UAE nationals, public companies below a 49% foreign stake, and parties designated by decision. The Abu Dhabi Real Estate Centre (ADREC) reports 50 investment zones in total, including 8 approved in the first half of 2026, plus an older u.ae list of 9 zones covering Yas, Saadiyat, Reem, Al Maryah, Lulu, Al Raha Beach, Sayh Al Sedairah, Al Reef and Masdar City. Compare that with Dubai's own freehold-zone map, which is a separate system confirmed by the Dubai Land Department, not an Abu Dhabi concept at all.

By developer statement rather than a land-authority list, Al Hudayriyat, Nawayef East and Al Reem are described by Modon as freehold, open to all nationalities, and Al Jubail Island is described by its own official site as 100% foreign ownership. Ramhan Island has no sourced statement on its foreign-ownership regime that we could find, so treat that one as "confirm with your adviser" rather than assumed.

Fees: DARI is not the Dubai Land Department

In Dubai, you already know the Dubai Land Department's 4% registration fee. Abu Dhabi's DARI platform, run by ADREC, works differently: for an off-plan unit, the developer alone registers the sale, at 2% of the sale price for ownership or 1% for musataha, plus a 400 AED e-services fee (excluding 5% VAT), with the developer facing a 10,000 AED penalty if the sale is not registered within 21 days, and a project escrow account required throughout. Who actually pays that 2%, buyer, developer, or a split, is set out in the sale and purchase agreement (SPA) itself, not by a fixed rule, the way Dubai's split sometimes gets quoted informally. As an illustration: 2% of AED 1.6 million is AED 32,000. For a completed unit, registration is 2% of the contract value plus an 875 AED e-services fee. Agency commission and service charges are not published and are confirmed by your adviser.

Golden Visa: the same federal rule, a different set of projects

The Golden Visa threshold is federal and does not change between emirates: a property worth at least AED 2 million, subject to conditions confirmed with the authorities, with no fixed visa duration stated here. Within the Abu Dhabi collection, SENSI (from AED 2.8M) and Nawayef East (from AED 6.6M) clear that threshold at entry price; Muheira (from AED 1.6M) sits below it at entry price, though a larger unit in the same project could clear it. Projects still priced on request are never presented as eligible before a price is confirmed. Our guide on the Golden Visa's AED 2 million property threshold covers the federal rule itself.

What stays the same whichever emirate you buy in

Taxation does not change by emirate: there is no personal income tax on rental income or capital gains anywhere in the UAE, though your own country of residence may tax that income, confirmed with a local adviser. Your Orven adviser, based in Dubai, can follow a file in either emirate without you needing a second point of contact, and the purchase itself can be handled remotely whichever emirate the unit sits in.

Working with Orven

  1. Tell your adviser you are comparing Abu Dhabi against a Dubai purchase, or adding Abu Dhabi alongside one you already hold.
  2. Your adviser lines up the Abu Dhabi projects that match your budget, from Muheira at AED 1.6 million upward.
  3. You confirm the ownership regime and DARI registration fee for the specific unit before reserving.
  4. You proceed with payments and DARI registration under the SPA, with the same adviser following both emirates.

FAQ

Does my Dubai RERA knowledge carry over to an Abu Dhabi purchase? No. Abu Dhabi registers sales through DARI and ADREC, a separate authority with its own fee structure and investment-zone list. Treat it as a different system that happens to share a federal Golden Visa rule with Dubai.

Is the 4% Dubai Land Department fee the same as Abu Dhabi's registration fee? No. Abu Dhabi's off-plan registration fee is 2% of the sale price, or 1% for musataha, with who pays it set out in the SPA. That is a different structure from Dubai's 4%, not a renamed version of it.

Can my current Dubai adviser also handle an Abu Dhabi purchase? Yes, Orven follows a client's purchase across emirates from Dubai, so you do not need a separate adviser for Abu Dhabi specifically.

Which Abu Dhabi project has the lowest published entry price? Muheira on Al Reem Island, from AED 1.6 million, is currently the lowest published starting price in the collection. Six of the nine projects are priced on request.

Does owning in Dubai change my Golden Visa eligibility in Abu Dhabi? No. The AED 2 million threshold applies per property under the same federal rule, subject to conditions confirmed with the authorities, regardless of what you already own elsewhere in the UAE.
