What is RERA in Dubai and what does it guarantee buyers?
RERA is the Real Estate Regulatory Agency, the arm of the Dubai Land Department that licenses developers and brokers, oversees escrow accounts, and enforces the rules that govern off-plan sales. It is why your payments sit outside the developer's own account.

RERA, the Real Estate Regulatory Agency, is the regulatory arm of the Dubai Land Department. It licenses developers before they can sell off-plan, licenses the brokers and agents who sell on their behalf, and sets the rules that govern how escrow accounts are managed and how off-plan sales are registered. For a buyer, RERA is the reason your payments do not go directly into a developer's operating account and the reason the broker you deal with is required to hold a licence rather than operate informally.
What RERA actually oversees
RERA requires a developer to register each off-plan project and open a dedicated escrow account for it before selling a single unit. Your payments go into that account, controlled by the Dubai Land Department, and are released to the developer against verified construction progress rather than handed over on trust. RERA also licenses real estate brokerages and individual agents in Dubai, which is why a serious adviser will be able to show you a valid licence and registration number, and why buying through an unlicensed intermediary removes a layer of protection that exists specifically to protect you.
RERA does not itself guarantee that a project will be delivered on the date first announced, and it does not insure your investment against loss. What it enforces is process: that your money sits in escrow, that the developer cannot draw on it without meeting construction milestones, and that certain rules apply if a project is significantly delayed or does not proceed. The detail of what happens in a serious delay scenario depends on the specific project and contract, which is covered in our guide on what happens if the developer is late.

Why this matters for a buyer overseas
If you are buying from outside the UAE, RERA's oversight of escrow is the single most important structural protection you have, because it means your money is not simply transferred to a company you may never visit. It is also why asking for a project's registration details and the broker's licence number is a normal, expected question, not a sign of distrust. A broker who cannot produce these on request is not one to work with.

FAQ
Is RERA the same as the Dubai Land Department? RERA is the regulatory arm within the Dubai Land Department, focused on licensing and oversight of the real estate sector, including brokers, developers and escrow accounts.
Does RERA protect me if a project is delayed? RERA's rules govern how escrow funds are handled and what a developer must meet to draw on them; what specifically happens in a significant delay depends on your contract and the circumstances, and is not a fixed percentage or timeline we can quote in general.
How do I check a broker's RERA licence? Ask directly for the ORN and the brokerage's DET licence number; a licensed adviser provides these without hesitation, and you can also verify project registration through the Dubai Land Department's own channels.
Does RERA apply to ready properties too, not just off-plan? Yes, RERA's licensing of brokers and agents covers the wider Dubai real estate market, though escrow requirements are specifically tied to off-plan sales.
