Why Dubai makes sense for an investor in Amsterdam, Rotterdam or The Hague

A landlord in Amsterdam has watched the buy-to-let market tighten year after year: opkoopbescherming rules in most cities, a widening list of permit requirements, and Box 3 wealth tax that now reaches real assets held outside a primary residence. A consultant in Rotterdam or a civil servant in The Hague building a portfolio abroad usually wants a market with fewer local restrictions and a clear, published process. Dubai offers that. Individuals pay no local tax on rental income or capital gains in the UAE. The off-plan market is supervised by the Dubai Land Department, every payment sits in an escrow account, and construction progress is public. A reservation starts at 20% of the price.

The second reason is the currency. A Dubai property is priced in UAE dirhams, pegged to the US dollar, a straightforward diversification for a portfolio built in euros.

The third reason is access. KLM and other carriers fly direct from Amsterdam to Dubai several times a day, a large Dutch and international community already lives in the city, and contracts are available in English under a freehold ownership framework that has applied to foreign buyers for two decades. Nothing requires a visit before you buy.

Five steps, all completed from the Netherlands

  1. Work out the full budget. Unit price, the 4% DLD registration fee, developer administrative fees, Oqood registration for an off-plan sale. Your Orven adviser sends a detailed estimate in UAE dirhams.
  2. Choose the project. A furnished branded residence in Dubai Maritime City, a family three-bedroom on Dubai Islands or a studio near DIFC attract different tenants. Hilton Residences by Prestige One targets the first profile.
  3. Reserve. The reservation form and the sale agreement are signed electronically. A copy of your Dutch passport or ID card is enough; no UAE residency is required.
  4. Transfer the first payment. It leaves your bank in the Netherlands and lands in the project's escrow account, held at a UAE bank and controlled by the DLD.
  5. Follow construction to handover. Instalments track building progress, checked through the DLD's Project Status Enquiry service. At handover, the title deed is issued in your name.

Transferring funds from a Dutch bank

ING, ABN AMRO, Rabobank and app-based banks such as Bunq all process international payments outside the SEPA zone. The transfer leaves in euros and arrives in UAE dirhams in the escrow account; the conversion is handled by your bank or its correspondent.

Dutch banks apply their own due-diligence checks on outbound international payments, especially the first payment to a new payee abroad. Orven does not replace your bank on this point: it tells you which confirmations it needs. In practice, prepare:

  • a passport or ID card and proof of address;
  • the signed sale agreement with the developer, including the escrow account details and SWIFT code;
  • proof of the source of funds (savings, salary, sale of a property, inheritance), which the receiving UAE bank also asks for.

Two practical points. Speak to your bank before the first transfer: online transfer limits are often set below a reservation amount, and announcing the payment in advance avoids a fraud hold. Keep the transfer confirmation and its reference: the developer uses it to match your payment to your unit.

Tax on the Dutch side

In the UAE, an individual pays no tax on rental income or capital gains. A Dutch tax resident is in principle taxed on worldwide assets under Box 3, which values savings and investments, including foreign real estate, at year-end for the wealth tax calculation, and any gain on a later sale may also need to be reported. Whether a tax treaty applies to a UAE property, and how the Belastingdienst expects it to be declared, depends on your personal situation and is a question for a Dutch tax adviser, not for a property consultant. Have your case reviewed before you reserve. Orven supports the transaction, not your tax return.

A worked example: Hilton Residences in Dubai Maritime City

Prestige One is developing Hilton Residences in Dubai Maritime City, 15 minutes from Downtown Dubai, 15 minutes from Dubai International Airport and 25 minutes from Palm Jumeirah. The project offers one- to three-bedroom residences and penthouses, delivered furnished, with hotel-grade amenities operated under the Hilton brand: an infinity swimming pool, a wellness deck, a cinema lawn, a casual sky lounge, a city-view work area and fitness and recreation spaces. The published payment plan is 20% at reservation, 40% during construction and 40% at handover. Starting price and handover date are provided on request.

For an investor in Amsterdam, Rotterdam or The Hague, the appeal is practical. The Hilton name is known to the corporate tenants and short-stay guests you want to attract, the apartment comes furnished, and management can be handled on site while you stay in the Netherlands. The Hilton Residences page shows the current selection.

If your purchase reaches AED 2 million, alone or combined with other properties, you may apply for a Golden Visa, under conditions set by the UAE authorities.

Send your budget and your goal (rental, second home, visa) on WhatsApp at +971 52 776 1939 or to sales@orvenproperties.com. An adviser replies with two or three available units and their actual payment schedule.
