Abu Dhabi vs Ras Al Khaimah Property Investment Compared

Two island-led markets, two different legal systems and fee structures. Here is how Abu Dhabi's investment zones compare to Ras Al Khaimah's freehold areas, with published figures only.

Abu Dhabi and Ras Al Khaimah both build their current residential offer around islands and waterfront masterplans, which makes them an easy pair to compare for an investor looking beyond Dubai. The comparison only holds up, though, if you treat them as two separate legal systems with two separate fee structures, rather than variations on one UAE-wide model. This guide sets the two side by side using only the published figures from each collection.

Abu Dhabi's Law No. 19 of 2005, amended in 2019, opens full ownership to non-UAE nationals inside designated investment zones, 50 of them as of the first half of 2026 according to the Abu Dhabi Real Estate Centre (ADREC). Ras Al Khaimah's municipality confirms that both UAE nationals and foreign buyers can own property in the emirate's designated freehold zones; Marjan, the master developer of Al Marjan Island, promotes full foreign ownership there specifically. Neither framework transfers to the other emirate, and the exact regime for a given project is confirmed separately in each case. Our guide on whether foreigners can buy property in Ras Al Khaimah covers that emirate's framework in more detail.

Entry budgets: RAK opens lower

Ras Al Khaimah's collection opens at a lower published price than Abu Dhabi's current one. Cape Hayat in Mina Al Arab starts from AED 700,000, and Nura, also in Mina Al Arab, from AED 800,000. Abu Dhabi's lowest published entry price is Muheira on Al Reem Island, from AED 1.6 million, roughly double RAK's lowest published figure. SENSI and Nawayef East in Abu Dhabi, at AED 2.8 million and AED 6.6 million, sit well above both.

Fees: a different structure, not just a different number

Ras Al Khaimah's land department charges a 2% buyer plus 2% seller fee for a property sale registration under its ZL13 service, plus a 200 AED plan issuance fee and a 200 AED title issuance fee. Abu Dhabi's DARI platform charges 2% for full ownership (1% for musataha) on an off-plan sale, plus a 400 AED electronic fee, with the paying party set by the sale and purchase agreement rather than a fixed split. The two are not directly comparable percentage for percentage, since RAK's structure assumes a split between both parties and Abu Dhabi's leaves that question open to the contract.

Both markets lead with island development, but the legal basis differs. Abu Dhabi's Saadiyat, Yas and Al Reem islands sit on the historic u.ae list of named investment zones, while Al Hudayriyat and Al Jubail rely on developer statements of freehold status. Al Marjan Island in Ras Al Khaimah relies on a similar developer statement from Marjan, its master developer, rather than a published land department list. In both emirates, the general statement about an island is a starting point, confirmed project by project before you commit.

Golden Visa: the one identical rule

The federal Golden Visa threshold, 2 million AED in property, subject to conditions confirmed with the authorities, applies identically in Abu Dhabi and Ras Al Khaimah. In Abu Dhabi, SENSI and Nawayef East clear it at entry price; in Ras Al Khaimah, neither Cape Hayat nor Nura clears it at their published starting prices, though larger units in either could. Our guide on the Golden Visa's 2 million AED property threshold covers the federal rule in detail, and our guide on investing in Al Marjan Island covers the island by island picture in Ras Al Khaimah.

Matching the two markets to a goal

  • A lower entry budget. Ras Al Khaimah's Cape Hayat and Nura both open below AED 1 million, under any currently published Abu Dhabi starting price.
  • A cultural island setting. Saadiyat Island in Abu Dhabi is the clearer choice, with its own museum district.
  • A larger villa budget with a published plan. Nawayef East's villas on Al Hudayriyat Island come with a published 40/60 structure; Ras Al Khaimah's higher-end collection runs mostly on request.
  • Golden Visa planning with margin above the threshold. SENSI and Nawayef East in Abu Dhabi clear 2 million AED comfortably at entry; Ras Al Khaimah's current entry prices sit below it.
