Ras Al Khaimah or Dubai: comparing a property investment
Ras Al Khaimah and Dubai both sell freehold property to international buyers, but entry budgets, registration fees and the surrounding lifestyle differ. Here is a side-by-side comparison, built on published figures from each market.

Ras Al Khaimah and Dubai are both emirates where international buyers can own freehold property, and Orven covers both. They are not interchangeable markets, though, and the right answer depends on budget, goal and how hands-on you want the process to be. This guide compares the two on entry budget, registration costs and setting, without ranking one as better than the other.
Entry budgets, project by project
Published starting prices in Ras Al Khaimah currently run lower than the Dubai projects in our selection with a disclosed price. Cape Hayat, in Mina Al Arab, starts from AED 700,000, Nura from AED 800,000, Skai from AED 877,000 and Lunara at The Strand, on Al Marjan Island, from AED 1.28 million. In Dubai, The Woods Abode at Sobha Sanctuary starts from AED 1.00 million and Porto View at Rashid Yachts & Marina from AED 1.93 million, both developer-advertised starting prices subject to availability. Several projects on both sides of this comparison are priced on request rather than published, so treat any of these figures as a starting point for a conversation with your adviser, not a quote for a specific unit today.
| Project | Location | Entry price |
|---|---|---|
| Cape Hayat | Mina Al Arab, Ras Al Khaimah | From AED 700,000 |
| Nura | Mina Al Arab, Ras Al Khaimah | From AED 800,000 |
| Skai | Mina Al Arab, Ras Al Khaimah | From AED 877,000 |
| Lunara at The Strand | Al Marjan Island, Ras Al Khaimah | From AED 1.28 million |
| The Woods Abode at Sobha Sanctuary | Dubailand, Dubai | From AED 1.00 million |
| Porto View | Rashid Yachts & Marina, Dubai | From AED 1.93 million |
Registration fees: 2% in Ras Al Khaimah, 4% in Dubai
The two emirates publish different registration costs for a completed property sale. In Ras Al Khaimah, the land department's ZL13 service charges 2% of the market value to the buyer and 2% to the seller, plus a flat AED 200 for the plan and AED 200 for the title, through the municipality of Ras Al Khaimah. In Dubai, the Dubai Land Department publishes a 4% registration fee on a completed sale, split 2% buyer and 2% seller, plus additional fixed charges; off-plan sales register separately through Oqood, at a fixed fee confirmed in the contract. Neither emirate's off-plan registration fees for Ras Al Khaimah are officially published; the one disclosed figure in our selection is Costa Mare's AED 3,000 RERA fee at reservation plus 4% at handover for title registration, which is specific to that project and not a general Ras Al Khaimah rule.
Legal frameworks are not interchangeable
Dubai's off-plan system runs through the Dubai Land Department: Oqood registration, payments into an escrow account the DLD controls (see our guide on where your money goes in a Dubai escrow account), and the Project Status Enquiry service to check a project's registration status. None of that is the Ras Al Khaimah system. Ras Al Khaimah has its own land department and its own sale-registration process; the equivalent arrangements and their exact modalities are confirmed with your adviser or the Ras Al Khaimah land department directly, not assumed from how Dubai works. Avoid any guide, including this one, that quietly carries DLD terminology over to Ras Al Khaimah as if the two systems were the same.

Setting and lifestyle
Dubai is a large, dense city with an established skyline, metro network and a wide spread of established neighbourhoods. Ras Al Khaimah's current collection concentrates on two newer coastal districts, Al Marjan Island and Mina Al Arab, plus Al Hamra Village and the emerging RAK Central masterplan, all built around beachfront or waterway settings rather than an urban core. Neither setting is objectively better; they suit different buyers. A buyer looking for an established, globally recognised address with a dense amenity base around it tends toward Dubai. A buyer looking for a newer coastal community, a branded residence at a lower entry price, or a quieter pace tends toward Ras Al Khaimah.
Who each market tends to suit
- A first international property purchase on a modest budget. Ras Al Khaimah's published entry prices, from AED 700,000, open the door at a lower starting point than most disclosed Dubai prices in our selection.
- A branded or hotel-affiliated residence. Both emirates offer this; Ras Al Khaimah's Tonino Lamborghini Residences and Radisson Blu Hotels, RAK Central sit alongside Dubai options such as Hilton Residences.
- An established rental market with a long track record. Dubai's longer history as an international property market gives buyers more published comparables to study, even though Orven does not quote rental yields for either market.
- Golden Visa planning at the AED 2 million threshold. Both emirates fall under the same federal rule; see our guide on the Golden Visa's 2 million AED property threshold for how the rule itself works before comparing entry prices in either emirate.

FAQ
Is Ras Al Khaimah cheaper than Dubai? Entry prices in our Ras Al Khaimah selection, from AED 700,000, are lower than the disclosed Dubai starting prices in this comparison. Many projects on both sides are priced on request, so this is not a blanket rule for every unit.
Are registration fees the same in both emirates? No. Ras Al Khaimah's land department charges 2% buyer plus 2% seller on a completed sale; Dubai's registration fee is 4% total. Off-plan fees in Ras Al Khaimah are not officially published beyond project-specific examples such as Costa Mare.
Can I apply Dubai's Oqood and escrow rules to a Ras Al Khaimah purchase? No. Ras Al Khaimah has its own land department and sale-registration process. The equivalent arrangements are confirmed with your adviser or the Ras Al Khaimah land department, not assumed from Dubai's system.
Does the Golden Visa threshold differ between the two emirates? No. The AED 2 million threshold is a federal rule that applies across the UAE, subject to conditions confirmed with the authorities, regardless of which emirate the property sits in.
Which emirate should I choose? It depends on your budget, your goal and the setting you prefer. Tell your adviser both, and they put together options from each market rather than defaulting to one.
