The Dubai property handover checklist: inspection, reserves, title, charges
What to check before you accept the keys on an off-plan unit in Dubai: the snagging inspection, the developer's defect reserve period, the title deed registration, and the building's service charges, with what to do if something is missing.

Handover is a process, not a single day
Handover is the moment your off-plan purchase turns into a physical apartment with a key in your hand. It is easy to treat it as one event, but it is actually four separate items to check, each with its own timing and its own paper trail. Getting them in the right order protects you far more than getting to Dubai in person, which is not even required.
Before you go: the notice and the snagging inspection
The developer notifies you, or your adviser acting on your behalf, once the unit is ready for inspection. This is the snagging stage: a walk-through of the finished apartment to record anything that does not match the contract specification, from a scratched countertop to a door that does not close properly.
- Bring, or ask your representative to bring, the unit specification sheet from your sale agreement, not memory.
- Test every switch, tap, appliance and lock, not just the ones that are visible from the doorway.
- Photograph and list every defect in writing, and get the developer's representative to acknowledge the list on the spot if possible.
You are not required to attend in person. Many owners abroad appoint a representative, sometimes their adviser, sometimes a dedicated snagging company, to carry out this inspection and report back before any final payment is released.
The defect reserve period
Once you accept the unit, most developers hold a defect liability period, commonly around twelve months, during which they remain responsible for fixing issues that appear after you move in or start renting it out, separate from the items caught at snagging. The exact length and scope are set out in your sale agreement, not by a general market standard, so read that clause rather than assuming a figure.
Keep a simple log from day one: date, description of the issue, photo, and the date you reported it to the developer or the building's facilities management. This is the record that resolves any dispute about whether an issue was reported within the reserve period.
Registering the title deed
Handover and title registration are two different events, even though they often happen close together. The title deed is issued by the Dubai Land Department once the building has practical completion, your final payment has cleared, and the developer has submitted the unit for registration. Ask your adviser to confirm, in writing, that this registration step has actually been completed and to send you a copy of the title deed once issued.
| Step | What confirms it is done |
|---|---|
| Snagging accepted | Signed snagging report, defects logged |
| Final payment cleared | Bank transfer confirmation matched to the developer's receipt |
| Title deed issued | Copy of the registered title, in your name, from the DLD |
Without the title deed, you hold a completed apartment but not yet a registered asset in your name. Do not treat handover of the keys as the end of the paperwork.

Service charges start at handover, not before
From the date you take possession, you owe the building's service charges, whether or not the unit is occupied or rented. These cover shared facilities such as the pool, security, lifts and landscaping, and they are set by the building's owners' association or management company, not by Orven or the developer's sales team. Ask for the current service charge rate and payment schedule at handover, in writing, so it is not a surprise on your first invoice.
Two related points worth checking at the same time: whether utility accounts (DEWA for electricity and water) need to be opened in your name or your tenant's, and whether the building requires a fit-out or move-in permit before furniture arrives.
Where an adviser reduces the risk
An owner who lives in Nairobi, Paris or Riyadh cannot personally attend every stage above, and does not need to. What matters is appointing someone, whether an adviser or a dedicated inspection company, before the notification arrives, so the snagging report is thorough and the title registration is actually followed up rather than left to chance. For a Prestige One project such as Sanctuary Residences at Meydan Horizon, Orven can coordinate this handover sequence directly with the developer on your behalf. The Sanctuary Residences page shows the current selection if you are comparing projects ahead of your own handover.
Send your unit details on WhatsApp at +971 52 776 1939, or write to sales@orvenproperties.com, and an adviser will explain what to expect at handover for the specific project and phase you have reserved.
FAQ
Do I need to be in Dubai for the handover inspection? No. A representative, including your Orven adviser or a dedicated snagging company, can attend on your behalf, provided the developer accepts the arrangement stated in your sale agreement.
What if I find a defect after I have already accepted the unit? Report it in writing to the developer during the defect reserve period stated in your contract, with photos and the date. Most developers remain responsible for genuine construction defects during this period.
How soon after handover is the title deed issued? It depends on how quickly the developer submits the completed unit for registration and confirms your final payment. Ask your adviser to track this step and provide a copy once it is issued.
Who sets the service charge amount? The building's owners' association or management company sets and reviews it, not the developer's sales team or Orven. Ask for the current rate in writing at handover.
Can I rent out the unit before the title deed is issued? Practices vary by project and developer. Confirm with your adviser whether the developer's handover letter is sufficient to start a tenancy or whether the registered title deed is required first.
