What Can You Build on a Bay Estate Land Plot?
Nakheel publishes a Gross Floor Area (GFA) of 7,800 sq ft for both Bay Estate land plots. Everything beyond that figure, height, setbacks, design rules, is confirmed in your building contract and with the relevant Dubai authorities.

Nakheel's price grid for Bay Estate publishes one clear figure on buildable area: a Gross Floor Area (GFA) of 7,800 sq ft, the same for both the waterfront plot and the beach plot. That figure is the starting point for what you can build; the detailed construction rules (height limits, setbacks, design approval) are not part of the published price grid and are confirmed at contract stage and with the relevant Dubai authorities.
What is actually published
Bay Estate's two land products, sold for self-build, come with the following published numbers from Nakheel's price grid, shared with Orven on 27 September 2026:
| Plot | Plot size (sq ft) | GFA (sq ft) |
|---|---|---|
| Waterfront plot | 8,000 | 7,800 |
| Beach plot | 8,100 | 7,800 |
GFA is the maximum floor area you can build across all levels of your home. Both plots share the same GFA despite a slightly different plot size, so the buildable footprint is essentially the same whichever position you choose. This is the figure Nakheel has made public; it tells you the ceiling on total floor area, not the shape, height or design your home can take.
What is not published
Nakheel's price grid does not publish the building regulations that apply once you own the plot: maximum height, setback distances from plot boundaries, plot coverage ratio, or the design approval process for a custom home. These are set out in the building contract you sign once you hold the plot, and confirmed directly with the relevant Dubai authorities as you move into the design and permitting stage. Orven does not estimate or guess at these figures; any number quoted elsewhere for Bay Estate's construction rules should be treated as unverified until confirmed in writing.
Construction costs themselves also fall outside the published price grid. The AED 18 million and AED 20 million average prices cover the land only; building your home is a separate, later cost confirmed once you have a design and a contractor.

How to move from land to a finished home
Once you reserve a plot and complete the early instalments, the practical next step is engaging an architect or design-and-build contractor to work within the published 7,800 sq ft GFA and the site-specific rules confirmed by the authorities. Orven's role at that stage is limited to the property transaction itself; design and construction sit with the professionals you appoint, working from the plot's confirmed regulations.

FAQ
What does GFA mean exactly? Gross Floor Area, the total floor area you can build across all levels of a home on the plot. At Bay Estate, both land plots publish a GFA of 7,800 sq ft.
Is the GFA different for the beach plot and the waterfront plot? No. Both share the same published GFA of 7,800 sq ft, even though the plot sizes differ slightly, at 8,100 sq ft and 8,000 sq ft.
Can I build a home taller than the neighbouring villas? Height limits are not part of Nakheel's published price grid. This is confirmed in your building contract and with the relevant Dubai authorities once you own the plot.
Are construction costs included in the plot's average price? No. The published average price of AED 18 million or AED 20 million covers the land only. Construction costs are confirmed separately once you have a design and a contractor.
Who confirms the building regulations for my specific plot? Your advisor and the relevant Dubai authorities, once you hold the plot and move into the design and permitting stage. Orven does not estimate these figures in advance.
