Abu Dhabi vs Dubai Property Investment Compared
Abu Dhabi's investment zones and Dubai's freehold areas run on different authorities, fees and entry points. Here is how the two markets actually compare, project by project.

Abu Dhabi and Dubai sit in the same country, share the same federal residency rules and the same tax treatment, and still run on two different legal and administrative systems for property. Mixing them up, assuming Dubai's Land Department rules apply in Abu Dhabi or the reverse, is one of the more common mistakes an investor comparing both emirates can make. This guide sets the two systems side by side using only published figures from the current Orven collection.
Two different legal frameworks
In Abu Dhabi, Law No. 19 of 2005, amended in 2019, opens full ownership to non-UAE nationals inside designated investment zones, which the Abu Dhabi Real Estate Centre (ADREC) counts at 50 as of the first half of 2026. Dubai runs on a freehold system under the Dubai Land Department (DLD), with its own designated freehold areas. Neither system transfers to the other emirate; a project's ownership regime, and whether it sits inside an eligible zone, is confirmed separately for each.
Two different authorities, two different platforms
Abu Dhabi's off-plan sales are registered by the developer on DARI, the ADREC platform. Dubai's off-plan sales go through Oqood registration with the DLD, with payments held in a DLD-supervised escrow account and progress trackable through the DLD's own Project Status Enquiry service. If you are buying in both emirates, treat the two as entirely separate registration processes rather than variations on one system.
Fees: 2% against 4%
Abu Dhabi's registration fee for a completed property is 2% of the contract value, plus an 875 AED electronic fee; for an off-plan unit, it is 2% for full ownership or 1% for musataha, plus a 400 AED electronic fee, and which party pays is set by the sale and purchase agreement rather than a default split. Dubai's DLD fee runs at 4% on a completed sale, typically shown as 2% buyer plus 2% seller, with Oqood registration carrying its own fixed fees for off-plan units. The two structures are not interchangeable: Abu Dhabi's headline rate is lower, but who actually pays it is less fixed by default than Dubai's commonly quoted split.
Entry budgets, project by project
Three projects in the Abu Dhabi collection publish a starting price: Muheira on Al Reem Island, from AED 1.6 million; SENSI on Saadiyat Island, from AED 2.8 million; and Nawayef East on Al Hudayriyat Island, from AED 6.6 million. On the Dubai side, The Woods Abode at Sobha Sanctuary publishes a starting price from AED 1.00 million, the lowest published entry point across both collections combined. The remaining six Abu Dhabi projects, and most of the Dubai collection, are priced on request, so a direct comparison beyond these published figures is confirmed by your adviser rather than assumed.
Golden Visa: the one rule that does not change
The federal Golden Visa threshold of 2 million AED in property applies identically in both emirates, subject to conditions confirmed with the authorities. SENSI and Nawayef East clear it at entry price in Abu Dhabi; Muheira and The Woods Abode both sit below it at their published starting prices, though larger units in either building could clear it. Our guide on the Golden Visa's 2 million AED property threshold covers the federal rule in full.

Tax treatment: identical across both emirates
Neither emirate charges personal income tax on rental income or capital gains tax on a sale; this is a federal position, not an emirate-level one, and applies the same way in Abu Dhabi and Dubai. The tax treatment of the investment in your own country of residence is a separate question, confirmed with a local tax adviser rather than assumed from the UAE side of the transaction.
Matching the two markets to a profile
- A lower entry budget. The Woods Abode's AED 1.00 million starting price in Dubai currently sits below any published Abu Dhabi entry price in the collection.
- A cultural or leisure island setting. Saadiyat and Yas Island in Abu Dhabi offer a museum district and a leisure-focused island respectively, a different positioning from Dubai's waterfront and urban districts.
- A sport-branded residence. Manchester City Yas Residences on Yas Island is currently the collection's one sport-branded project outside Dubai.
- Golden Visa planning with margin. SENSI and Nawayef East in Abu Dhabi clear the 2 million AED threshold comfortably at entry price; our guide on the 2 million AED threshold lists comparable Dubai options.
