Why Rwandan investors look beyond Kigali alone

Rwanda's economy has grown quickly over the past decade, and with it a wider circle of professionals and business owners, not only in Kigali but across the country's secondary towns, now compare regional options before committing capital abroad. Dubai sits on that shortlist for a specific reason: individuals pay no local tax on rental income or capital gains in the UAE, and every off-plan payment sits in an escrow account controlled by the Dubai Land Department, released only against verified construction progress rather than a developer's promise.

A reservation at Porto View by Emaar, beside the marina at Rashid Yachts & Marina, starts from a published price of AED 1.93 million, subject to availability. The process runs remotely, in English, with the reservation and sale agreement signed online.

Six steps from Rwanda to the title deed

  1. Set the total budget. Unit price, the 4% DLD registration fee, developer administrative charges and Oqood registration, priced in dirhams by your Orven adviser.
  2. Choose the project. A marina-facing apartment suits a buyer prioritising a waterfront setting; a Creek-facing address suits one planning a future base closer to the city centre.
  3. Reserve electronically. The reservation form and sale agreement are signed online with a copy of your Rwandan passport.
  4. Transfer the deposit. The payment leaves your Rwandan bank, or an account held abroad, and lands in the project's escrow account at a UAE bank.
  5. Register on Oqood. The Dubai Land Department records your unit against the developer's title.
  6. Track construction. The DLD's Project Status Enquiry service shows verified progress until the title deed is issued in your name.

Sending the transfer from Rwanda

Bank of Kigali, Equity Bank Rwanda and I&M Bank Rwanda all process outbound international transfers, with branches reaching beyond the capital into most of the country's provinces. A first payment to a new beneficiary typically triggers standard compliance checks: a valid passport, proof of address, the signed sale agreement showing the escrow account, and a short explanation of the source of funds. Confirm with your bank in advance which documents and National Bank of Rwanda requirements apply to your transfer.

Orven charges the buyer no commission; our fee comes from the developer. Brokerage runs through ORVEN REAL ESTATE BROKERAGE L.L.C S.P.C (Economic License No. CN-6800129, ADRA). What Rwanda expects on income earned abroad depends on your tax residence, a question for a tax adviser rather than for your broker. Rwanda sits two hours behind Dubai, close enough that a mid-afternoon call still fits inside the Dubai working day.

Three projects that fit different Rwandan profiles

Porto View by Emaar places apartments and townhouses beside the marina at Rashid Yachts & Marina, with an infinity pool and landscaped gardens, from AED 1.93 million, subject to availability.

Valia, at Dubai Creek Harbour, starts from AED 1.96 million, subject to availability, with views across the Creek and the Ras Al Khor Wildlife Sanctuary, a fit for a buyer who prefers a setting closer to Downtown Dubai.

Fior 1, in the same marina community as Porto View, starts from AED 2.2 million, a developer-advertised price subject to confirmation, with a marina-view infinity pool.

Send your budget and your objective to WhatsApp +971 52 776 1939 or sales@orvenproperties.com. An adviser replies with units actually available and a confirmed payment schedule.

What happens once you reserve

Once your deposit clears in the project's escrow account, the Dubai Land Department records the unit against the developer's title through Oqood, and your adviser takes over the rest of the schedule: a reminder ahead of each instalment, construction progress checked against the DLD's public registry, and a direct WhatsApp line for anything specific to your file. Nothing about the process requires a trip to Dubai, though a visit can be arranged at any point before handover.

A Rwandan buyer based outside Kigali sometimes asks whether distance from the capital changes anything in the process. It does not: every step, from reservation to Oqood registration, runs through the same online channel regardless of which province you bank from, and your adviser remains the single point of contact throughout.

FAQ

Do I need to visit Dubai before reserving from Rwanda? No. The reservation, sale agreement and escrow payment can all be completed remotely, with a copy of your passport and an electronic signature.

Can I transfer directly in Rwandan francs? Yes, your bank converts the amount into dirhams. A dollar account, where you hold one, can simplify the process.

Does the purchase support a Golden Visa application? A property worth AED 2 million or more, alone or combined with other units, can support an application under conditions set by the authorities.

Can a Rwandan buyer get financing from a UAE bank? Some non-residents qualify, subject to the lender's approval and a valuation of the unit.

Is the 20% reservation payment refundable? Cancellation terms follow the developer's sale agreement and Dubai's off-plan regulations. Ask for the written terms before paying anything.
